i believe you need to do campaign, and finish the items on the evidence board, and then you should be able to get the dialogue to start the mission with Ikora. I can't even interact with the evidence board. Campaign is completed fully as well. You probably have the quest to start the evidence board, is my guess. I have no evidence board quests.
