EDIT: The Old Neighborhood Quest ID is 000114CD. I used the command ResetQuest 000114CD and it progressed the story. Unfortunately, I can't find a way to pick the quest up where we left off. Do CompleteQuest 000114CD to have the quest completed in your diary. I tried resetting the stage to Stage 1 and it still hasn't corrected it.
